It is all Meccan, as Ibn Abbas says in the most famous of his sayings, and it is the publication of the majority of commentators.

Abu Hayyan mentioned in his "interpretation" the reason for the revelation of this surah, and he said, "The Quraysh asked the Messenger of God, God's prayer and peace be upon him, about the story of Luqman with his son, that is: they asked him a question of persistence and a test." This is what Abu Hayyan mentioned and what is supported by the export of the Surah by the saying of the Almighty: { But there are, among men, those who purchase idle tales, without knowledge (or meaning), to mislead (men) from the Path of Allah and throw ridicule (on the Path): for such there will be a Humiliating Penalty.}
